Build and scale a new global standard in workforce solutions

This is a unique opportunity to shape how organizations attract and retain talent across borders. Following our international expansion, we are developing a next-generation AOR and EOR solution that enables clients to operate in compliance with regulations and at scale in an increasingly complex global landscape.

We are looking for a Portfolio Manager who can take this market opportunity and turn it into a globally scalable service and product, and then expand into other services and products. We are seeking someone who combines strategic thinking with commercial acumen and knows how to build, validate, and scale business propositions in complex environments.

Your impact

You will begin by spearheading the development of a global Agency of Record and Employer of Record offering from the ground up. From initial market research through validated pilot programs to a full-scale rollout, you will define how this offering is built, positioned, and brought to market.

This is not a traditional service design role. You will work at the intersection of strategy, business model design, and product development, shaping a solution that must be effective across multiple regions, regulatory environments, and client segments.

You will identify our competitive advantages, define how we stand out from the competition, and translate that into a compelling and commercially viable service. Your work will directly influence our international expansion and how clients manage workforce complexity across borders.

Working across Product, Legal, Compliance, Operations, Finance, and regional leadership, you will provide clarity and direction in an environment where not everything has been defined yet. You will lay the groundwork for a scalable, compliant, and high-impact global service, while Product Managers translate your direction into platform delivery.

What will you do?

  • Take full responsibility for the end-to-end development of our services, starting with our AOR and EOR offerings, from market discovery through launch and ongoing refinement

  • Analyze global market dynamics, including competitors, regulatory complexity, and market size, to determine where and how we can succeed

  • Identify and validate client needs, buyer personas, and opportunity areas across regions and industries

  • Define the business model, pricing strategy, and partnership strategy needed to expand internationally

  • Design the end-to-end service blueprint and customer journey across multiple markets

  • Define high-level platform and capability requirements in close collaboration with product teams

  • Lead client discovery and pilot programs, incorporating continuous feedback loops from validation through to scale

  • Ensure that the proposal is operationally feasible, legally compliant, and financially viable by maintaining close alignment with key stakeholders

  • Drive alignment across global and regional teams, ensuring consistency while enabling local execution

We are currently developing the next phase of our offering: a globally scalable AOR and EOR capability that enables clients to operate across borders with confidence. This role is central to that ambition and will play a pivotal role in how we position ourselves and expand internationally.

Location & Application

This role is ideally based in London and the UK, reflecting the international scope and stakeholder landscape. The Netherlands (Hoofddorp) is an alternative location. Local employment terms and benefits apply based on the country of employment.

Salary that matches your experience
You will receive a salary range that matches your knowledge and experience. We reward you fairly for your commitment and development.
Vacation pay and days off
You will receive 8.33% vacation pay and are entitled to 27 vacation days per year based on full-time employment. This gives you plenty of time to recharge your batteries.
Hybrid working
We support hybrid working and apply a 60/40 split, whereby full-time employees spend three days at the office and two days working from home.
Premium-freepension
We pay your entire pension premium. This means you accrue pension without having to contribute to it yourself. As a result, you are left with a higher net salary.
Performancebonus
Depending on your performance and that of HeadFirst Group, you may receive an annual bonus of one or two months' salary.
Monthly extras
You will receive a monthly allowance for internet, a vitality budget, a contribution towards lunch, and support in setting up your home office.

What we expect from you

What we expect from you

You are a strategic product and proposition leader who thrives in ambiguous situations and knows how to turn complexity into clarity. You have experience building and scaling services in international environments and are comfortable engaging with senior stakeholders.

You combine strong commercial acumen with structured problem-solving skills and are able to move from insight to execution without losing momentum.

In addition, you bring:

  • Proven experience in product strategy, service design, and value proposition development

  • Experience in workforce solutions, HR technology, global payroll, contractor management, or cross-border employment models

  • Strong commercial acumen with the ability to translate market insights into scalable business models

  • Experience working closely with product managers and cross-functional teams in complex organizations

  • Strong stakeholder management and influencing skills at the senior level

  • Experience working in ecosystems involving partners, vendors, and regulatory stakeholders

  • An analytical mindset, with experience in defining success metrics and making decisions under uncertainty

  • Excellent communication and storytelling skills in English
